Infrastructure Surtax Oversight Committee

Composition

The Infrastructure Surtax Oversight Committee consists of five members who are Village residents.  After expiration of the initial terms, the members shall serve terms of two years.

Purpose

In November 2016, Palm Beach County voters approved a one-cent sales surtax, the proceeds of which are to be used for the financing, planning, and construction of infrastructure (defined as fixed capital expenditures or outlays associated with the construction, reconstruction or improvement of public facilities and the purchase of vehicles and equipment with a life expectancy of more than five years).

Duties

The Infrastructure Surtax Oversight Committee provides for citizen review of the expenditure of surtax proceeds, and acts solely in an oversight and advisory capacity to the Village Council.
The Committee is responsible for preparing an annual report to the Council regarding:
(1) Whether the Village's expenditure of the surtax proceeds for the fiscal year was consistent with the requirements of Section 212.055(2), Florida Statutes, and the ballot language approved by the voters; and
(2) Whether the Village's expenditure of the surtax proceeds for the fiscal year was consistent with the Village's approved surtax proceeds project list, if any, or any revisions or modifications to the surtax project list as approved and adopted by the Village Council.

Meetings

The Infrastructure Surtax Oversight Committee shall meet monthly during the life of the Committee or at a greater or lesser frequency as determined by the Committee in order to fulfill its duties and responsibilities.  Meetings will be held in the Conference Room at Village Hall, 501 U.S. Highway 1, North Palm Beach
